Description
New York City Economic Development Corporation (NYCEDC) is seeking a consultant or consultant team to provide civil engineering, traffic engineering, landscape and project site architecture, land surveying engineering, geotechnical engineering, environmental remediation, cost estimating, and other engineering, design and related services for design of the Lower Concourse Infrastructure project. The Lower Concourse infrastructure project includes reconstruction of Exterior Street and associated infrastructure improvements. The project site is located along Exterior Street between East 150th Street and East 138th Street, Bronx, New York. The design of Lower Concourse infrastructure will include roadway layout and design, site grading, utility upgrades including watermain and sewer, gas main relocation, paving, sidewalks and curbs, lighting, signage, signals, and pavement markings.

NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.

This project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Sub-Contractors Participation Plan with their response. NYCEDC established the Kick Start Loan programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on NYCEDC projects. Kick Start Loans facilitates financing for short-term mobilization needs such as insurance, payrolls, supplies and equipment. Bidders, sub-contractors and sub-consultants are strongly encouraged to visit the NYCEDC website at www.edc.nyc/opportunitymwdbe to learn more about the program.

An optional pre-proposal session will be held on Monday, August 8, 2016 at 10:00am at NYCEDC. Those who wish to attend should RSVP by email to LCinfrastructure@edc.nyc on or before Friday, August 5, 2016.

Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 p.m. on Monday, August 15, 2016.
