As demonstrated in DDC's February 2026 market review, RSMeans Complete Plus is the only commercially available platform that fully satisfies all of DDC's evaluation criteria. Alternative products reviewed, including Craftsman Cost Estimator, Means Mechanical, and Building Connected/Procore, were unable to provide the comprehensive combination of public-sector applicability, complete facilities construction cost data, square-foot cost estimating functionality, New York City-specific regional cost adjustments, front-end planning support, and consultant estimate review capabilities required by DDC. While some competing products partially met individual criteria, none provided a complete solution. RSMeans Complete Plus is the only evaluated platform that offers comprehensive square-foot cost estimating, city-level labor and material cost adjustments, and purpose-built support for early-phase capital project planning and cost validation. The market review concluded that no reviewed platform meets all criteria required by DDC Project Controls and that RSMeans Complete Plus is the only commercially available product capable of fulfilling the agency's cost-estimating requirements without material operational disruption.
