Description

Pursuant to Section 3-05 of the NYC Procurement Policy Board Rules, it is the intent of the New York City Police Department (“NYPD”) to enter into sole source negotiations with Rigaku Americas with the expectation that the vendor will be awarded a contract with the NYPD to provide one brand-specific Rigaku MiniFlex 6G Benchtop X-Ray Diffraction (XRD) Instrument (“XRD Instrument”).

The contract will provide for the manufacture and delivery of one XRD Instrument. This instrument will be used by the Criminalistics Section of the Police Laboratory to analyze, compare, and identify components in tape, chemical unknowns and explosives

Rigaku Americas is the sole manufacturer of the MiniFlex XRD Instrument. These instruments are proprietary equipment and Rigaku Americas owns the copyrights to its design specifications. The NYPD is of the belief that because the instrument is proprietary and copyrighted, Rigaku Americas is the only vendor legally authorized to provide this specialized item.

Any vendor besides Rigaku Americas that believes that it can provide the XRD Instrument to the NYPD is invited to do so.  Please respond in PASSPort to the Expression of Interest by answering the applicable Question in the Questionnaire Section of the Manage Responses tab and uploading a required response in the Document Submission Setup tab.

If you have questions about the details of the RFx, please submit them through the Discussion with Buyer tab or e-mail Jordan Glickstein and Tiana Urey at jordan.glickstein@nypd.org and tiana.urey@nypd.org.
