Public Hearings
Description

PLEASE TAKE NOTICE that a public hearing will be held on November 18, 2026 at 11:00 a.m. The Public Hearing will be held at The Harlem Library, 224 East 125th Street, Manhattan at which time and place those wishing to be heard will be given an opportunity to be heard concerning the proposed deed and land disposition agreement amendments described below

Pursuant to Section 1802(6)(j) of the Charter, the Department of Housing Preservation and Development (“HPD”) has proposed amendments to the terms and conditions of the sale of certain real property previously conveyed by the City of New York (“City”), located in the Borough of Manhattan and known as:

Address                                          Block/Lot(s)

1678 Park Avenue                          1745/134

                                                       (FKA p/o Lot 32, Lot 33-39, p/o Lot 41)

1678 Park Avenue was conveyed by the City to NYC Partnership Housing Development Fund Company, Inc. on December 13, 2001, pursuant to a deed and land disposition agreement (“LDA”). The deed and LDA require compliance with the original Milbank Frawley Circle-East Urban Renewal Plan (“Original Plan”), approved by the City Planning Commission on August 19, 1992 (C920139HUM) and the New York City Council on October 8, 1992 (Reso. No. 920), which prohibits residential development within 100 feet of Park Avenue and restricts the sites to parking. On November 30, 2017, the Original Plan was amended (“Second Amendment”) by the New York City Council (Reso. No. 1743) to permit residential use within 100 feet of Park Avenue.

The sponsor now intends to develop a proposed project consisting of one 100% affordable residential building financed by NYCHA that will include 222 total units and 80 parking spaces (the “Project”).

To facilitate the Project, HPD intends to modify the deed and LDA. The site is located in the Milbank Frawley Circle East Urban Renewal Area and is identified as a portion of Site 37A within the Plan. The deed and LDA associated with the parcel require compliance with the Original Plan, which specifically prohibits development within 100 feet of Park Avenue. HPD intends to amend the deed and LDA  to remove the restrictions limiting the use of the parcel to parking and require compliance with the Second Amendment, which will be in effect until December 14, 2057, and replace these restrictions with new restrictions that would require that 1678 Park Avenue be developed as a 100% affordable project.

A public file containing copies of the calendar document and other public documents will be made available to Manhattan Community Board 11 for public review at the office of Community Board 11 no later than twenty (20) days prior to the public hearing.
