This will consist of training sessions (each a “Session”) and testing materials for the sessions. The topics for NSPIRE included in the Sessions must be customized to ensure NYCHA’s staff is able to (a) comply with the rules and regulations set forth in HUD’s NSPIRE program (b) conduct visual inspections of Public Housing Developments in accordance with HUD’s Uniform Physical Condition Standards (“UPCS”), and (c) identify and repair deficiencies found pre, during, and post NSPIRE inspections in accordance with industry standards. The Sessions must also require participants to take an exam (the “Exam”), the passing of which will provide the participant with a certification of completion and continuing education credits for specialized NSPIRE/UPCS courses related to public housing (collectively, the “Certification of Completion and Credits”). The topics for HOTMA must include all relevant topics for compliance and all updates from legislation passed from HUD in relation to HOTMA (as described further in the RFP), which cover policy changes including, but not limited to: (a) asset limitation, (b) calculating income, (c) deduction and expenses, (d) income, and (e) income exclusions. Therefore, Proposers must have all required accreditations and certifications necessary to prepare and teach the Sessions, to administer the Exam to participants, and to grant participants who pass the Exam the Certification of Completion and Credits. The foregoing services that NYCHA seeks pursuant to this RFP are more fully described within Section II of this RFP .
