Description

The New York City Economic Development Corporation (“NYCEDC”) is seeking a consultant team to provide Progressive Design-Build services for the integrated delivery of the design and reconstruction of the Coney Island Riegelmann Boardwalk (the “Project”). The Coney Island Riegelmann Boardwalk (“Boardwalk”) is located between W 37th Street on its west end and Brighton 15th Street on its east end in Brooklyn along the southern shore of the Coney Island peninsula. It is located on property under the jurisdiction of the NYC Department of Parks & Recreation (“NYC Parks”) and is maintained and operated by NYC Parks.

The Project will consist of the reconstruction of the 2.4-mile Boardwalk structure in its entirety, including piles, piles caps, and the decking system, and will be designed to improve climate and storm resiliency in the area by elevating portions of the boardwalk to approximately +16’ NAVD88, including protective barriers in the subgrade. The Project will also include: topside amenities including site furnishings, lighting, fencing/railings, public access stairs/ramps and street end plazas; utilities, including but not limited to drainage, water service, and electrical; renovation and/or replacement of 9 restroom buildings, 6 lifeguard stations, and 4 shade pavilions; improvements to an open space at the Boardwalk’s eastern end; and demolition and reconstruction of a new garage building, which will include a public restroom.

NYCEDC plans to select a consultant for this Project through a two-step procurement. The first step of the procurement will be to create a short-list of the most highly qualified respondents to this Request for Qualifications (“RFQ”), based on the Statement of Qualifications (“SOQ”) submitted by each respondent. NYCEDC will evaluate each SOQ on the basis of factors stated in the RFQ, which include, but are not limited to: the experience of the respondent’s team, key personnel, Project understanding, and experience meeting M/WBE Participation Goals.

The second step of the procurement will be a targeted Request for Proposals (“RFP”) that will be provided to the short-listed respondents to the RFQ only. It is anticipated that the targeted RFP will be released in Q4 2026.

It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (“M/WBE”s) share in the economic opportunities generated by NYCEDC’s projects and initiatives.

Companies who have been certified with the New York City Department of Small Business Services as M/WBE are strongly encouraged to apply. To learn more
