Notice of Concept Paper

The NYC Department of Social Service (DSS)/Human Resources Administration (HRA) is committed to strengthening and modernizing the NYCBenefits Program to promote accountability, workforce capacity, cross-system coordination, and high-quality, client-centered services. The purpose of this document is to:
 

  1. Outline HRA’s proposed enhancements to the NYCBenefits service model;
  2. Solicit stakeholder feedback regarding program design and operational requirements;
  3. Assess provider interest and organizational capacity; and
  4. Inform the development of a Request for Proposals (RFP)/RFx.

Anticipated number of contracts: Between thirty-eight (38) and fifty-eight (58), aligned with the following provider specializations:
 

  • Thirty-five (35) to fifty-three (53) Direct service vendors
  • Three (3) to five (5) Technical Assistance vendors


Anticipated annual funding: $9,750,0000 to $14,950,000 over the three (3) year contract term (approximately $300-$350 per client), subject to funding availability.

 

Contracts resulting from the forthcoming RFP are anticipated to have an initial three-year term (7/1/2027–6/30/2030) with one three-year renewal option.
