Description

New York City Department of Veterans’ Services (DVS) is seeking a non-competitive Negotiated Acquisition pursuant to PPB Rule Section 3-04(b)(2)(ii) since there is a limited pool of vendors capable of providing specialized discharge upgrade legal assistance focused on the Veteran community in New York City, for its Discharge Upgrade Assistance Legal Services (DUALS) program.


DVS seeks 1-2 vendors with the ability to service the NYC Veteran population through coordinated legal services. For specifics, please refer to the attached Justification Memo.


DVS has determined, through targeted market research conducted in January 2026 and review of its DUALS program and prior veteran legal services procurements, that clients and providers desire highly specialized, Veteran-specific legal representation for discharge upgrades.

Due to our finding via our market research we will be directly negotiating with the following vendors:

* New York Legal Assistance Group
• Veteran Advocacy Project
• City Bar Justice Center’s Veteran Assistance Project
• Legal Services NYC-Veteran Justice Project
• NYU Veteran Legal Service
• National Veterans Legal Services Program
• The Veteran Consortium Pro Bono Program
• New York County Lawyers Association Pro Bono Programs

In addition to the above named vendors, DVS will is open to and will accept expressions of interest from other vendors and we plan to negotiate with them as well.
