Pursuant to the Procurement Policy Board rule (PPB) Section 3-04(b)(2)(i)(C): The current vendor, Sheltering Arms, notified ACS that it was ceasing all business operations and could not continue operating this program. ACS notified the vendor it was terminating the program as of May 31, 2023. Therefore, to ensure a smooth transition of these state-mandated and critical services, ACS is requesting authorization to enter in a negotiated acquisition contract with Rising Ground to operate an assessment and placement service program in the Bronx. ACS has determined that it is in the best interest of the City to negotiate with Rising Ground directly, as the vendor has the current capacity to take on these services, the site leases, and the current program staff immediately and ensure no disruption in services to our most vulnerable children. ACS chose the NA method as the current contract is ending 6/30/23 and we are mandated to continue providing these crucial services beyond that date.
Description

ACS is utilizing the negotiated acquisition procurement method to enter into a contract with Rising Ground for the provision of an assessment & placement services program. This program provides critically mandated pre-placement services for infants and children awaiting identification of an appropriate foster care placement and will afford comprehensive assessments and targeted services to address the needs of infants and children, along with supportive visitation for families, with an aim of shortening the length of stay in foster care.
