Description

The New York City Economic Development Corporation (“NYCEDC”) is issuing a Request for Expressions of Interest (RFEI) to identify qualified organizations to design and deliver a NYCHA Maritime Career Readiness Program serving youth and young adults within public housing developments surrounding the Brooklyn Marine Terminal (“BMT”), including Red Hook Houses East and West, Gowanus Houses, and Wyckoff Gardens. The program is intended to connect residents to careers in the maritime, transportation, and logistics sectors while ensuring that communities most directly impacted by the redevelopment of the Brooklyn Marine Terminal benefit from emerging economic opportunities.  

NYCEDC is committed to fostering an inclusive and competitive economy for all New Yorkers, with a particular focus on equitable economic development. As part of this mission, NYCEDC seeks information on delivering workforce outcomes in the maritime sector for NYCHA youth ages 16-24. The program aims to:

  1. Expand Access to Maritime and Blue Highways Careers
  2. Reduce Barriers to Participation and Engagement
  3. Prepare Participants for Maritime Work

NYCEDC is seeking responses from nonprofit organizations, workforce development providers, educational institutions, labor organizations, and other entities with demonstrated experience serving (i) under-resourced communities and (ii) delivering career readiness, occupational training, and supportive services for youth and young adults. Respondents are encouraged to propose comprehensive program models that combine career exploration, industry exposure, work-based learning, credential attainment, and wraparound services that support participant success.  

Responses to this RFEI will inform NYCEDC’s understanding of effective program models, partnership opportunities, implementation strategies, and associated costs for a future maritime workforce initiative. The deadline for submissions is Thursday, November 5, 2026, at 4:00 PM. An optional, virtual ?informational? sessions will be held on ?Tuesday, August, 18 2026,? at 10:00 A.M.

Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 P.M. on Wednesday, October 14, 2026?. Questions regarding the subject matter of this ?RFEI should be directed to NYCHAMaritimeRFEI@edc.nyc. Answers to all questions will be posted by ?Thursday, October 22, 2026,? to https://edc.nyc/rfps.

Questions regarding the subject matter of this ?RFEI will not be accepted after 5:00 P.M. on ? Wednesday, October 14, 2026?, however, technical questions pertaining to downloading and submitting proposals to this ?RFEI may be directed to RFPREQUEST@edc.nyc on or before ?November 5, 2026 at 4:00pm?.
