The Department of Housing Preservation and Development (“HPD”) is seeking qualified community-based organizations (“CBOs”) to submit a response to the Request for Expressions of Interest (“RFEI”) for providing education and services to assist affordable housing seekers in preparing and applying for housing, as well as in providing information to clients about free “Ready to Rent” financial counseling services available through the City Council-designated financial counseling provider, Ariva.
This funding supports the “Ready to Rent” program, which is an inter-agency initiative managed by HPD and the NYC Department of Consumer and Worker Protection (DCWP). A central component of this program is to support and expand the capacity of housing organizations and community social service providers (“Housing Ambassadors”), which is critical to the success of the New Yorkers looking for affordable housing.
The RFEI is now available for download on the HPD website, at https://www.nyc.gov/site/hpd/services-and-information/rfps-rfqs-rfeis.page . The RFEI contains a detailed description of the program, eligibility criteria, and application requirements.
All organizations interested in this funding are invited to a pre-submission conference call on Thursday, July 30th, 2026 from 2:00 pm – 3:00 pm , in which HPD will answer related to the program. Following the conference, HPD will provide a written summary of the questions posed, responses provided, and other topics discussed. Responses to this Request for Expressions of Interest are due Friday, August 14th, 2026 at 2 pm.
