Pursuant to Council Procurement Procedures Section 3-04 (b)(i)(D), the Council is making a negotiated acquisition because it is not practicable or advantageous to award the contract by a competitive process because there is a compelling need for the services which cannot be met otherwise. It is in the best interest of the city to enter into a contract in anticipation of the need to move City Council Offices/ furniture/ equipment, of Council Members. The required moves are done under extremely time sensitive situations for operation of their offices. This is for the continuity of services.
