Requirements Contract for Outreach Services Inside Residential Buildings.

NYCHA, by issuing this RFP, seeks proposals (“Proposals”) from qualified firms (the “Proposers”) to provide NYCHA with outreach services inside residential buildings for targeted initiatives, as detailed more fully within Section II of this RFP (collectively, the “Services”).

Contract Term: Three (3) years plus two (2) one-year renewal options.

This Solicitation is not subject to an existing PQL.

Interested firms are invited to obtain a copy of the RFP on NYCHA`s website. To conduct a search for the RFP number; vendors are instructed to open the link: http://www1.nyc.gov/site/nycha/business/isupplier-vendor-registration.page.

Section 3 REO & OEO Plans must be submitted via eComply, https://nycha.ecomply.us/. Do not include Section 3 within bid submission via iSupplier. Pre-Bid Conference:

A non-mandatory Proposers’ conference (“Proposers’ Conference”) will be hosted online via Microsoft Teams on June 30, 2026, at 11:00 a.m. Although attendance is not mandatory at the Proposers’ Conference, it is strongly recommended that all interested Proposers attend, and that Proposers thoroughly review bid documents in advance of the meeting. Question & Answer Release Date: July 16, 2026. 

Respondents shall provide 6 uploaded files with their submission: (1) the Technical Response in PDF format, inclusive of all required attachments and exhibits, (2) Section 3 Narrative in PDF format, (3) the Cost Proposal, which must be submitted as an Excel file, (4) the Bid Proposal Face Sheet, (5) the Doing Business Data Form, and (6) the Proposers New York State – Proof of Registered Entity, to the corresponding RFP number via iSupplier in final form no later than 2 p.m. on July 28, 2026.  Proposals which are saved in iSupplier as a “draft” but not successfully submitted will not be considered.     

Prior to submitting a proposal, bidders are to ensure that their response includes all required forms and documentation and that all are properly completed, signed, and notarized, where applicable. Proposers should refer to Section IV (2) of this RFP for details on Proposal submission requirements.

It is the Proposers sole responsibility to complete and submit its proposal via iSupplier to the corresponding RFP prior the RFP Bid Submission Deadline. NYCHA is not responsible for delays caused by technical difficulty or caused by any other occurrence.

Only electronic bids submitted online via iSupplier will be accepted. For assistance regarding iSupplier please email NYCHA Procurement at procurement@nycha.nyc.gov.

NYCHA will NOT accept hardcopy, emailed, faxed or mailed Proposals. 

Please note that if NYCHA receives no responses to this RFQ, the bid submission deadline shall be automatically extended for seven (7) days. This does not limit NYCHA's right to extend the bid deadline for any other reason.
