Description

Pursuant to Section 3-05 of the PPB Rules, the Department of Social Services Human Resources Administration (DSS/HRA) intends to enter into a Sole Source contract with Ingersoll Rand for Purchase of new IR RSA15I-138-TAS Compressor and Extended and Warranty/Service Agreement for the service period of 7/01/2026 - 6/30/2027. The HRA/GSS Bureau of Printing and Mail Distribution Center prints and distributes more than 12 million client benefit-related letters and over 4.5 million client benefit checks. These outputs are essential to ensuring that the City’s most vulnerable residents receive timely notification of benefits and direct financial support they rely upon to survive. Any disruption to check printing operations would pose an immediate humanitarian and financial risk. Central to the functioning of this operation is the print shop’s compressed air system. Even minor disruptions in air pressure can halt the entire check production line. A single day of downtime could delay thousands of client checks, creating cascading delays in rent payments, medical purchases, and basic living expenses for at-risk New Yorkers.

The existing IR compressor has reached the end of its reliable lifecycle, and service history indicates an increasing risk of failure. To safeguard operations, HRA propose the purchase of a new Ingersoll Rand RSA15I-138-TAS rotary screw compressor with an integrated dryer, alongside a 10-year PackageCARE extended warranty and service agreement through Sole Source Procurement Method. The package ensures full coverage for all parts, labor, and preventive maintenance by certified Ingersoll Rand technicians, guaranteeing uptime and compliance with OEM standards Justification IR.
