Pursuant to Charter Section 312(b)(2), the ACCO has determined that it is not practicable or advantageous to the City to use Competitive Sealed Bidding because: This service can only procured through the federal authority of the department of transportation (Volpe). Pursuant to Charter Section 312(b)(2), the ACCO has determined that a government-to-government purchase pursuant to Section 3-13 of the PPB Rules is practicable and advantageous to the City, and is the most competitive alternative that is appropriate under the circumstances.
Description

Pursuant to Section 3-13 of the Procurement Policy Board Rules, the New York City Department of Citywide Administrative Services ("DCAS") intends to enter into a contract with the US Department of Transportation – Volpe Center to procure via Government to Government purchase services to produce Clean Fleet Transition Plan (CFTP) and a Safe Fleet Transition Plan (SFTP) reports. The effort is structured around several key areas aimed at increasing the safety and sustainability of vehicles operated in the City of New York in accordance with the Safe System Approach, Vision Zero, and minimizing environmental and health impacts on operators, residents, and the public. The term of the agreement is for a five (5) year agreement to build upon their respective past research and programs since 2014. The contract term is from 3/6/2026 to 3/5/3031 and the proposed contract amount is One Million Five Hundred Ninety Dollars ($1,590,000.00). The proposed contract is procured via Government-to-Government Purchase, pursuant to Section 3-13 of the Procurement Policy Board Rules. EPIN 85626T0003.
