Description

Concrete blocks play essential roles in both crowd control and in mitigating the risk of potential terrorist attacks at large scale events. The scope and scale of these various events have expanded in a way which was previously unclear. Now that they have come into better focus, it is now apparent that the NYPD does not have a sufficient number of concrete blocks available to meet their needs during these upcoming events this summer. Thus, the NYPD needs to do emergency solicitations in order to secure the large quantities of concrete blocks that it will need in time for these upcoming events that commence in just a few short months. Therefore, the NYPD has determined that this public safety risk creates a serious danger to life, safety, property or a necessary service & thus constitutes an emergency under Section 3-06 of the PPB Rules.
