The SCA anticipates awarding up to two requirements-type contracts (services to be ordered by the SCA on an “as required” basis) in the Not-To-Exceed (NTE) amount of up to Three Hundred Seventy-Five Thousand ($375,000) Dollars each. Contracts will be awarded based on the results of the Selection Committee's rankings. The term of each contract shall be three (3) years with no option to renew.
The consultants selected under this RFP will provide the SCA with services in connection with the appraisal and valuation of real property. In order to implement the Capacity Program under the Capital Plan, the SCA must often acquire privately owned properties, either through negotiated purchase or eminent domain. The SCA also negotiates and executes leases on behalf of the Department of Education (“DOE”). In both instances, real estate appraisal and valuation services are required to assist the SCA, DOE, and The City of New York in making informed decisions regarding proposed purchase prices, negotiated settlement prices, or negotiated lease terms are fair and reasonable. In eminent domain and other court proceedings, real estate appraisals and valuations must be prepared by certified professionals where the appraisers may be required to testify as expert witnesses. In addition, may be called upon to evaluate the value of a city-owned, school asset prior to the commencement of a significant Capital Improvement Project.
