The NYC Department of Housing Preservation and Development (HPD) invites experienced non-profit organizations and minority or women-owned developers to apply to the Neighborhood Builders Fast Track Request for Qualifications (RFQ), which will establish a list of developers that HPD designates as qualified to develop and construct high-quality affordable housing development projects on sites that will be available for disposition by HPD or other City agencies.

The RFQ is available starting March 25, 2026, on HPD’s website (www.nyc.gov/neighborhoodbuildersrfq). Respondents can download the RFQ at no charge and must register online to receive any updates or additional communications regarding the RFQ.

An online pre-submission conference will be held on April 9, 2026, at 1:00 PM (EST). If you would like to attend, please RSVP on HPD’s website listed above, and you will receive a link to the online conference the day of the event. If you cannot participate in the online conference, responses to all inquiries will be collectively provided in an addendum to be posted on this webpage. Any updates and/or additional communications regarding this RFQ will also be posted on HPD’s website.

The initial submission deadline for the RFQ is May 8, 2026, however applications will be accepted on a rolling basis. Instructions for submission are provided in the RFQ.
