Description

This is a notice that the NYC Department of Correction is seeking comments from the public about the proposed contract below.

 

Contract Type: Contract

Contractor: Securus Technologies, LLC.

Scope of Services: The New York City Department of Correction is extending the contract  with Securus Technologies, LLC for six (6) additional months to provide Inmate Communication Services through June 30, 2026 and avoid disruption in inmate communication and tablet-based services.

The Justification for Securus Technologies to continue performing the services are as follows: 

  • The existing Securus platform supports communication, programming, law library access, and commissary ordering for PICs. It also provides critical intelligence functions (e.g., Word Alert and Guarded Exchange). Disruption would directly impact inmate morale, family engagement, and facility safety.
  • Although the new RFP is now live in PASSPort, completing the vendor selection process—including evaluation, negotiation, contract registration, and transition—will extend into 2026. An extension allows the Department to complete the process with integrity and due diligence.
  • The system integrates monitoring tools that support the prevention of contraband and investigative operations. Allowing the contract to lapse would disrupt the Department’s real-time monitoring and analysis capabilities.
  • The extension ensures financial and operational continuity, as it would be physically and contractually impossible for DOC to continue services should this extension not be granted.
  • Due to a recent and projected upward trend in the incarcerated population, DOC based its contract on a 80% Prediction Interval Upper Bound Monthly PIC Population. This ensures the Department is equipped to serve and contractually pay for growing needs without interruption or subsequent amendment for the same period of service.
  • In addition, we have updated our broken tablet cost forecast to cover 2,400 tablets, enabling more accurate breakage rate forecasting due to increased population counts, and based on current ratios of breakage per PIC.

Maximum Dollar Amount: $3,941,456.00
