New York City Economic Development Corporation (“NYCEDC”) is exploring potential solutions to address the obstacles nonprofit organizations face when pursuing real property acquisition projects utilizing City capital funding. To that end, the objective of this RFEI is to determine if the procurement of a fund manager (“Fund Manager”) could be one such solution to assist nonprofit organizations. The Fund Manager would offer (1) below-market interest rate bridge loans for acquisition financing related to CapGrants projects managed by NYCEDC and (2) support nonprofit organizations with navigating the required environmental review process.

NYCEDC does not plan to issue an award from this RFEI. This RFEI is intended to provide respondents with relevant information as well as questions to better understand market interest and how a potential Fund Manager could operate. NYCEDC anticipates that the responses to this RFEI will help inform a potential RFP for a Fund Manager.

An optional informational session will be held on Monday, March 30, 2026 at 9:00A.M. at One Liberty Plaza New York, NY, 10006. There will also be a virtual option for those who cannot attend in person. Those who wish to attend should RSVP by email to AcqFundManager@edc.nyc on or before March 23, 2026.

Respondents may submit questions and/or request clarifications from NYCEDC by Friday, April 17, 2026. Questions regarding the subject matter of this RFEI should be directed to AcqFundManager@edc.nyc. Answers to all questions will be posted by Monday, April 27, 2026, to https://edc.nyc/rfps. Questions regarding the subject matter of this RFEI will not be accepted after 5pm on Friday, April 17, 2026, however, technical questions pertaining to downloading and submitting proposals to this RFEI may be directed to RFPREQUEST@edc.nyc on or before Friday, May 15, 2026.
