The New York City Council is seeking a qualified firm to (1) prepare a forward-looking vision study for two areas in Brooklyn and the Bronx that rethinks long-standing heavy commercial zoning and sets a high-level direction for neighborhood transformation, with an emphasis on mixed-use reinvention, potential affordable housing enabled by Mandatory Inclusionary Housing, and the catalytic role of civic, cultural, and open-space assets in shaping inclusive growth; and (2) to lead a zoning-and design-driven study for corridor and site-specific areas in Manhattan and Queens, grounded in detailed analysis of land use, density, and urban form, with a focus on testing zoning scenarios, visualizing densification strategies—particularly on city-owned and library sites—and producing materials that inform future planning decisions and community engagement.
