Pursuant to State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between CUCF and a Proposer during the procurement process. A Proposer is restricted from making contacts from the earliest posting on the CUNY Builds, the City Record, or the New York State Contract Reporter websites of its intent to solicit offers/bids/proposals through final award and approval of Procurement Contract(s) by CUCF/CUNY and, if applicable, the Office of the State Comptroller (“restricted period”) to other than Designated Contact(s) unless it is a contact that is included among certain statutory exceptions set forth in State Finance Law § 139-j(3)(a). Designated Contact(s), as of the date hereof, are identified in Section I.C. above. CUCF/CUNY employees are also required to obtain certain information when contacted during the restricted period and to make a determination of the responsibility of the Proposer pursuant to State Finance Law §139-j and §139-k. Certain findings of non-responsibility can result in rejection for Contract award and, in the event of two findings within a four-year period, the Proposer is debarred from obtaining governmental Procurement Contracts for four years. Description

The City University Construction Fund (CUCF) on behalf of the City University of New York (CUNY) Office of Facilities Planning, Construction and Management (FPCM) has issued this Request for Proposals (RFP) to procure services for Building Management Systems / Direct Digital Controls (BMS / DDC) along with all ancillary equipment. Key components of a BMS, which is composed of hardware, software, and networking components that monitor and control a building’s infrastructure, include BMS/DDC servers; operator workstations and laptops; control panels; supervisory and field controllers; system control end devices (including all control valves, control dampers, and actuators); thermostats, and power supplies. All assignments shall be performed for the CUNY sites and facilities located on 25 Campuses throughout the five boroughs of New York City. Solicitation Submissions are due on Tuesday, January 20, 2026, by 11:59 PM. All proposals must be submitted to Proposals@cuny.edu. You must put the title of the RFQ and the Project Number in the Subject Line.

 

Questions pertaining to the solicitation are due Wednesday, December 17, 2025, by 11:59PM and must be submitted to the Designated Contacts set forth below with the Project Name and Project Number in the Subject Line of the email.
