The Agency had no preliminary discussions, but the Agency will have discussions with proposers as part of the procurement process. This Demonstration procurement involves a special case as testing, experimentation and evaluation are required to determine the feasibility and application of innovative approaches not currently used by the City.
Description

DSS invites proposals from qualified vendors to design and implement a scalable, participant-centered solution to enhance the City’s emergency food assistance system. Through this pilot, DSS seeks to expand food access, increase participant choice and dignity, and reduce operational inefficiencies within the emergency food network.

Anticipated # of Contracts: One (1) or more task-orders based on a one (1) master agreement (MMA1) award

Anticipated Contract Term: July 1, 2026 to June 30, 2029

Anticipated Procurement Value:  

  •  Anticipated total maximum available funding: $5,000 ,000 over the contract term.
  •  Total costs to administer this pilot (“Total Administrative Costs), including but not limited to overhead, professional and administrative expenses, and profit/indirect rates, should not exceed twenty-five percent (25%) of the $1M budgeted for food (i.e., up to a total of $1.25M in the pilot year).
  • The resulting master agreement will be issued task orders for subsequent phases of the pilot project in the manner discussed in the RFx. DSS may re-allocate funds based on those pilot outcomes across all master
