Description

DSS/ITS is requesting for the Department of Homeless Services Police Department (DHSPD) to have a 7-year retention requirement for arrest paperwork that is currently hard to track because it is paper driven and housed in several different locations that includes body worn camera footage, various databases, and physical files. The failure of the agency to procure a record management has made us vulnerable to litigation for not complying with mandatory rules and regulations and in court cases. As a law enforcement agency, DHSPD is governed by several legal documents and regulations ensuring the safety and security of a community. We serve our uniformed staff, as well as shelter residents and program staff alike. Peace Officer Guide (POG) served as base legal guidance for DHSPD Peace Officer, providing detailed instruction on each aspect of their daily operations. According to POG, Peace Officer is required to wear a body-worn camera at access control, during locker search, while on patrol, and during any interaction with shelter residents and program staff. Obtained footage is legally used in several circumstances laid out in rules and regulations shaping DHSPD operations. It is of paramount importance for this legal piece of evidence to be safe, secure, and confidential always. In lieu of this, DHS PD would like to procure a dedicated system likely to be named as DHS Police Department Management System for their use.
