Description

The Office of the Comptroller (OCC) is seeking the use of the Negotiated Acquisition Method pursuant to Section 3-04(b)(2)(i)(D) of the New York City Procurement Policy Board (PPB) Rules to identify and negotiate a contract for the provision of Executive Search Services to identify and recommend candidates for the position of Chief Investment Officer (CIO) within the Bureau of Asset Management.  

 

OOC has partnered with Korn Ferry US in previous searches and possesses a unique institutional knowledge and operational experience that enables the vendor to find a candidate quickly. The vendor has extensive experience in the following:

  • Experience in executive searches for financial services and investment management; 
  • Experience in executive searches for public sector pensions; 
  • Depth, experience, and diversity of team; and 
  • Strategy in identifying and recommending candidates. 

 

Pursuant to Section 3-04(b)(2)(ii) of the Procurement Policy Board (PPB) Rules, it is not practicable or advantageous to award contracts for these services through Competitive Sealed Bidding or Competitive Sealed Proposals. There is a time-sensitive situation requiring the Comptroller' s Office to quickly retain a vendor due to a compelling need for services that could not be timely met through normal competitive procurement methods, thereby justifying the use of a Negotiated Acquisition.

The proposed term of the contract is three months, from November 15, 2025, through January 14, 2026. The EPIN is 01526ADM74917. The total procurement value is $1,000,000.
