The award of the Contract will be made to the lowest responsive and responsible bidder whose bid represents the best value to the City by optimizing quality, cost, and efficiency. In the determination for award, the ACCO will consider the low responsive bid and the next low responsive bids that are within ten percent (10%) of the low responsive bid in price, including any bids that have been adjusted as pursuant to PPB Rule 3-02(o)(1)(iv), either on an individual basis or by category or class. Bid price adjustments for this project are specified below
A bidder that is an M/WBE or State-certified M/WBE must be given a price preference of 10% and will be evaluated as if the bid price were 10% lower.
Only bidders who receive a score of 80% or greater on the above-mentioned factors/criteria will be considered for contract award. The scoring category and breakdown is as follows:
A. Experience and Performance (40%)
B. Compliance with relevant laws, regulations, and licensing requirements. (10%)
C. Staffing, Resources, and Quality of Services/Materials (50%)
Description

It is necessary for the City of New York Parks &Recreation to continue this contract as Parks does not have the resources or workforce to perform these services in-house.
