The New York City Mayor’s Office of Housing Recovery Operations (HRO) is releasing a Request for Proposals to procure the professional services of one program management (“PM”) firm to be on call to support the design, management, and implementation of crisis response programs. Following incidents that necessitate emergency intervention. The PM firm will support HRO with a range of professional services including, but not limited to program design, case management, fiscal management, including invoice review, and potentially construction management, including project scoping, quality control, and inspections, depending on the nature of the crisis. Any construction services will be provided by a construction firm procured separately by HRO. HRO seeks a PM firm with the capability to support HRO's response to small emergency incidents and be ready to scale up for response to catastrophic citywide emergencies.

Respondents are instructed to limit the information included in their proposals to the information necessary to demonstrate its technical and financial qualifications for the project, and any other information specifically requested in this RFP. HRO is not interested in receiving marketing brochures or generic narratives or other generic/marketing materials. Such materials will not be considered when evaluating the proposals.
