1. Introduction

Pursuant to Section 3-04 of the New York City Procurement Policy Board Rules, The Office of the New York City Comptroller (“Comptroller”) is seeking to enter into a Negotiated Acquisition Agreement with appropriately qualified proposers to provide transition management services. Due to the Comptroller’s need to move expeditiously to obtain transition managers in a timely manner, a Negotiated Acquisition procurement method will be used.

The Comptroller’s Office will endeavor to provide responses to inquiries received from proposers. Any such inquiries should be in writing and sent by e-mail to the Authorized Agency Contact Person by October 15, 2025. Responses to such inquiries will be in writing and, where appropriate, will be provided to all proposers.

 

3. Expression of Interest Submission:

Proposers expressing interest in this opportunity must complete the attachments to the solicitation listed below and submit electronically by e-mail to the Authorized Contact Person listed in Section 2 above no later than October 22, 2025, by 3:00 P.M.

   2. Fully completed and signed Attachment 4 (Doing Business Data Form)
   3. Fully completed and signed Attachment 5 (Tax Affirmation Form)
   4. Fully completed and notarized Attachment 6 (Bidder’s Certification of Certification of Compliance with Iran Divestment Act)

The Request for Expressions of Interest will be available for download from the Comptroller’s website, www.comptroller.nyc.gov, on October 8, 2025. To download the Notice of Intent from the Comptroller’s website, select “RFPs & Solicitations” then “Negotiated Acquisition for Transition Management Services and complete the form.

Proposers that are interested in expressing interest in this procurement may submit proposals to contact Aya Guriel-Leitman Senior Contract Analyst at 2025transitionservices@comptroller.nyc.gov. Expressions of Interest are due October 22, 2025 by 3:00 P.M. (ET).
