Description

The Department of Youth and Community Development (DYCD) will be issuing a Request for Proposals, EPIN: 26026P0004, seeking Health and Human Services (HHS) pre-qualified organizations to implement COMPASS (Comprehensive Afterschool System) programs located in center-based and non-public school sites across the city, for both Elementary and Middle School students.  COMPASS programs offer a range of engaging enrichment activities to support working families by providing free, high-quality childcare services.??Programs operate after school and during school holidays and in Elementary programs, during the summer, to help students in Kindergarten through Grade 8 thrive, in and out of school.

DYCD anticipates that the total value to be awarded for center-based programs will be up to $315,345,600 for a six-year term, with no option to renew. The programs will serve over 8,000 participants annually across all five boroughs.

Organizations interested in applying to this opportunity can access the solicitation via the PASSPort system on or shortly after October 1, 2025.  It will be a minimum requirement for organizations to be a non-profit and a prequalified HHS organization, in good standing, by November 7, 2025 to apply. Its anticipated proposals will be due no later than November 12, 2025 by 2:00pm in the PASSport system (www.nyc.gov/passport).
