Background Summary:

The New York City School Construction Authority (“SCA”) designs and manages the construction of new and modernization of existing public school buildings throughout the five boroughs of New York City. The SCA’s Cost Estimating System (“CES”), Standard Specifications, Standard Details, and Design Requirements are based on Construction Specifications Institute (“CSI”)16-Division and is seeking to change to the CSI 50-Division format.

The SCA seeks qualified firms with expertise in the CSI 50 system and specification writing. Services the SCA seek include, but are not limited to:

  • Specification writing
  • Minor CAD work
  • Cost estimating

Scope of Services:

The scope of work includes the following deliverables:

  • Conversion of Specifications: Reformat and re-structure all SCA specifications from CSI 16 to CSI 50 format. This includes subdividing current sections to align with the more granular structure of CSI 50.
  • CES Update: Update all line-item codes in the Cost Estimating System to match the CSI 50 format.
  • Standard Details Renumbering: Convert file numbering for all Standard Details to CSI 50 format.
  • Cross-Reference Updates: Revise number references in the Design Requirements, Room Planning Standards, and Standard Specifications to align with the new CSI 50 format.
  • Training Program: Develop and deliver a training program to guide staff and stakeholders through the updates and changes.

Qualification Requirements:

Please submit the following:

  • Company Overview: Provide a brief history of your firm and a summary of your team’s relevant experience. Subcontractors may be proposed at the RFP stage.
  • Service Experience and References: Describe your experience with specification writing, cost estimating, minor CAD work, or similar conversion projects. Include references for past projects that demonstrate your qualifications. Limit this section to no more than 5 pages.
  • Proposed Timeline: Provide an estimated timeframe to complete each service described in the scope of work.
  • Pricing Structure: Describe your pricing structure, including how costs are typically broken down (e.g., by deliverable, hourly rate, or milestone). Include any optional or value-added services that may be of interest to the SCA.
  • MWBE Certification: Indicate if certified or eligible for certification as a Women- or Minority-Owned Business Enterprise by the SCA or NYC Department of Small Business Services.
