Contracts awarded under this method may not exceed $99,000, inclusive of any and all change orders, overruns, amendments, renewals and extensions. The New York City Department of Housing Preservation and Development (HPD) is currently designing and launching Neighborhood Internet, a pilot project to establish a $3.25M mesh wireless network serving more than 2,000 households in the Bronx and Upper Manhattan that receive Section 8 rental assistance from HPD. The project is in partnership with the New York Public Library (NYPL).  HPD is currently exploring the opportunity to expand the pilot to additional buildings in the Bronx and Upper Manhattan. For this project, HPD will hire a consulting firm to support the creation of a business plan for use in assessing whether to expand the network.
