The Land Use department at the New York City Economic Development Corporation (NYCEDC) is seeking one or more consultants or consultant teams with demonstratable experience and expertise in land surveying, map and utility research, and in mobilizing professional teams for a given survey and related tasks.
NYCEDC welcomes firms of all levels of capacity and different specialties to submit a proposal to this RFP as a prime Consultant and anticipates the selected Consultant(s) will lead a team of consultants (collectively, with the Consultant, the “Consultant Team”) displaying a diversity of skill sets, technical expertise, experience, and adequate and appropriate staffing in providing all aspects of the scope of services.
All RFP responses should clearly demonstrate that the Consultant Team is capable of and experienced in timely providing all of the services necessary for the complete performance of the contract(s), which will include tasks of varying scope and size.
NYCEDC plans to select a Consultant on the basis of factors stated in the RFP which include but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, the proposed fee schedule, and the proposed Minority and Women Owned Business Enterprise ("M/WBE”) Narrative Form.
It is the policy of NYCEDC to comply with all federal, state and city laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives. This project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment. Bidders/subcontractors are strongly encouraged to visit the NYCEDC website at http://edc.nyc/opportunity-mwdbe to learn more about the program.
Two optional informational sessions will be held on Wednesday, August 20, 2025 at 11:00 A.M. and Monday, August 25, 2025, at 3:30 P.M. at NYCEDC’S office at One Liberty Plaza, 14th Floor and virtually via MS Teams. Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 P.M. on Wednesday, August 27, 2025. Answers to all questions will be posted by Friday, September 5, 2025 to https://edc.nyc/rfps. Questions regarding the subject matter of this RFP will not be accepted after 5:00 P.M. on Friday, August 29, 2025.
