A competitive process for procuring services from CBOs is incompatible with the time sensitive nature of the funding process. Additionally, there are a limited number of CBOs with demonstrated operational/administrative capacity and a history running programs targeting this population, especially within the specific neighborhoods identified as having the highest populations of undocumented children.
Description

Pursuant to Sections 3-04(b)(2)(i)(D) and 3-04(b)(2)(ii) of the Procurement Policy Board (PPB) Rules, the New York City Administration for Children’s Services (ACS) seeks authorization to enter into a non-competitive negotiated acquisition contract with Northern Manhattan Improvement Corporation. This vendor will continue providing community-based childcare assistance to families. Increasing access to child care assistance is an explicit strategy for creating an equitable, accessible childcare and early education experience for NYC families.
