Request For Qualification and Expression of Interest (RFQEI)- Demolition Engineering Services

Summary 

New York City School Construction Authority (SCA) performs the designs and manages the construction of new and modernization of existing public school buildings  throughout the five boroughs of New York City. In most instances, construction of new buildings, requires full/partial demolition of existing structures.

For that the SCA seeks qualified firms with expertise in demolition engineering.  The  SCA is seeking services including but not limited to analyzing and providing demolition and stabilization strategy, and means and method recommendation, for full/partial demolitions, implosions, and dismantling of existing structures. 

Background

NYC DOB Now Build, an integrated system for  filing with NYC DOB has implemented a new job type that does not allow pre-filing ability for full/partial demolition work.  Section BC3306.5 of the NYC Building Code, requires additional analysis and engineering recommendations for the demolition of existing structures including extensive lab testing for unique sites where  SCA may not have  site access to neighboring buildings. As such, the SCA is seeking to identify potential firms to provide engineering support for such work.  

Service Requirements for Demolition Engineering Services:

  • Develop practical and innovative strategies for partial or full demolitions including services related to planning, forensic engineering , calculations for sites with full or limited access.
  • Prepare phasing and sequence of demolition, recommend equipment and their positioning  in compliance with BC3306.8 and BC3306.9.
  • Produce detailed plans for stabilization, repair and monitoring.
  • Recommend and prepare sheeting, shoring and bracing methods. 
  • Specify specialty inspections and on-site monitoring as needed.
  • Provide advanced analytics and research.
  • Perform forensic engineering analysis as needed.
  • Perform lab analysis and assessment of existing material.

Provide the following Qualification Requirements 

  • Company Overview: Provide a brief history and description of the company. 
  • Experience and References: 
    • List specific experience related to demolition engineering, monitoring, specialty inspections, means and methods, and planning for mechanical demolition, and demonstrate knowledge of demolition equipment.
    • List specific experience working with adjoining property stabilization, variance assessment, and party wall tieback design.
    • List specific experience in forensic engineering.
    • Outline pricing structures and any additional costs for services.
    • WMBE certification (if applicable)
