Rent Reporting is a relatively new market with a limited number of vendors that can meet the proposed work scope and have experience working with government agencies and affordable housing providers. The circumstances justified the use of the Negotiated Acquisition method.
Description

HPD will procure rent reporting services to allow tenants at select affordable housing developments the option to send their rent payment data to the major credit bureaus. HPD will recruit property owners within HPD's asset management portfolio to participate in the pilot and connect them with the selected vendor to onboard their properties to the vendors' rent reporting platform. Tenants living at those properties can opt-in to rent reporting. HPD will pay for these services for participating property owners for 12 months. Additionally, there will be an initial three-month period of recruitment for both property owners and tenants. HPD and the vendor will agree on a number of tenants served and the type of data reported back to the agency. HPD will evaluate whether rent reporting can help tenants improve their credit scores and is this something that should be required in HPD-financed housing.
