The New York City Economic Development Corporation (“NYCEDC”) is launching a new initiative to create an Economic Mobility Network (“Network”) in two pilot locations–Sunset Park and Hunts Point–and invites nonprofit organizations to submit proposals to be the Network Operator. The Network Operator will serve as a lead organizer for collective action on workforce development in the community and be NYCEDC’s primary partner in implementing a co-created, future-focused, and neighborhood-specific workforce strategy that fosters long-term economic mobility.

NYCEDC is committed to fostering an inclusive and competitive economy for all New Yorkers, with a particular focus on equitable economic development. As part of this mission, NYCEDC is piloting an Economic Mobility Network in Sunset Park and Hunts Point. Each Network will aim to:

1. Expand Local Resident Employment at NYCEDC Assets
2. Expand Local Resident Training for NYCEDC Innovation Industries
3. Expand Local Work-Based Learning Opportunities at NYCEDC Assets
4. Expand Local Youth Awareness of NYCEDC Innovation Industries

For each of these neighborhoods, NYCEDC is seeking to procure an eligible nonprofit organization to be the Network Operator. This entity would organize the Network coalition, identify the Network priorities, implement the Network projects, and monitor Network accountability. The Network Operator be awarded up to $300,000 per year for the initial 4-year pilot period, and they will work with NYCEDC to identify and implement a slate of priority workforce development projects for the community.

NYCEDC plans to select nonprofit organizations on the basis of factors stated in the RFP which include but are not limited to: experience and qualifications of the respondent, network vision, network feasibility, and network outcomes. Optional, virtual informational sessions will be held on Thursday, January 23, 2025, at 10:00 A.M. (for the Sunset Park Economic Mobility Network) and 11:00 A.M. (for the Hunts Point Economic Mobility Network).

Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 P.M. on Friday, February 21, 2025. Questions regarding the subject matter of this RFP should be directed to economicmobilitynetworkRFP@edc.nyc. Answers to all questions will be posted by Friday, February 28, 2025, to https://edc.nyc/rfps.

Questions regarding the subject matter of this RFP will not be accepted after 5:00 P.M. on Friday, February 21, 2025, however, technical questions pertaining
to downloading and submitting proposals to this RFP may be directed to RFPREQUEST@edc.nyc on or before Monday, March 10, 2025.
