The City of New York administers billions of dollars in health and human services contracts yet lacks a cohesive method to gauge the impact of this investment. Performance measurement and reporting practices vary across agencies, often focusing on service-level metrics rather than outcomes. Nonprofit organizations frequently express frustration with complex reporting requirements. To address these challenges, the Deputy Mayor for Strategic Initiatives and the Mayor’s Office for Nonprofit Services (MONS) seek proposals to develop a consistent performance measurement approach and reporting structure. The selected vendor will collaborate closely with the Deputy Mayor's office, MONS, and relevant agency staff. The vendor will engage in research activities including interviews with agency staff, City stakeholders, and nonprofit sector representatives. Findings will be synthesized and shared with a working group of agency staff for feedback. Subsequently, the vendor will facilitate working sessions to align performance measures with outcomes and design a standardized reporting tool.
