From July 1, 2020, to June 30, 2023, the Freelancers Union continued to provide services to freelancers, pursuant to a negotiated acquisition agreement directly with the Mayor’s Office of Media and Entertainment. For the first half of the contract term, the Freelancers Union provided those services fully remotely, due to the pandemic. In October 2022, the Freelancers Union opened a new 4,143-square foot co-working space in Industry City, Brooklyn. The Freelancers Hub co-working space is free to members for up to 8 days/month (for similar space at We Work in NYC, customers pay $50/day). The Freelancers Union charges no membership fee. The Freelancers Union currently provides a mix of in-person and virtual programs, in addition to the co-working space.

The Freelancers Union has exceeded the contract’s requirements. The contract required 88 programs/events per year—Freelancers Union provided 106 programs and events in FY23. OTI extended the contract for one year to June 30, 2024, pursuant to PPB Rule 4-02(b)(1)(iii). And MOME wish to continue this successful contract for an additional three years through the Negotiated Acquisition method, pursuant to Section 3-04(b)(2)(ii) of the Procurement Policy Board Rules.
Description

Freelancers Hub is a dedicated program for New York City freelance workers offering education and other resources.  The Freelancers Union operates a co-working space called the "Freelancers Hub" in the Made in NY Center and provides training and counseling to freelancers, many of whom work in the media and entertainment industries. These services are strategic to support an important sector of the City's economy. OTI, acting on behalf of MOME, is seeking the use of the Negotiated Acquisition Method, pursuant to § 3-04(b)(2)(ii) of the Procurement Policy Board Rules, to contract with the Freelancers Union, Inc., to operate the Freelancers Hub and provide services relating to freelance workers.
