The services of this contractor are critical to the Department's mission, and therefore, this contract is being entered into to maintain continuity of services while the Department completes the procurement of a new contract. Negotiations were conducted with Norton Rose.
Description

(EPIN for the change order previously done is 02520P8149KXLA001). 

The municipal bond market demands an unqualified legal opinion from an independent bond counsel for the sale and purchase of municipal securities by the City.  More importantly, the Bond Counsel is required by the bond purchaser pursuant to the bond purchase agreement to render an approving opinion as to the validity and enforceability of the bonds and the tax treatment of the bonds under the federal and state law.
