This Negotiated Acquisition Extension is necessary to ensure the continuity of critical services provided to HASA clients by incumbent provider Harlem Congregations for Community Improvements. At this time, the contract must remain with the current provider as the leases cannot be transferred over while in the midst of a competitive process. It is anticipated that a new RFP will be released in late Summer/early Fall. Special case is pursuant to PPB Rule 3-01 (d)(2)(vii).
Description

HRA/HASA is requesting a one-year extension for FY2025 for the Harlem Congregations for Community Improvement’s (HCCI) contract for 60 Scatter Site units. This contract provides permanent housing and supportive services to HASA Clients. HCCI’s current contract ends on June 30, 2024. HCCI submitted a proposal for the RFP (EPIN: 06921P0334) for these existing units but did not win their service area. As there was no other proposal submitted for that service area, HCCI’s contract is being extended to ensure continuity of housing and services for HASA clients. At this time, the contract must remain with the current provider as the leases cannot be transferred over while in the midst of a competitive process. It is anticipated that a new RFP will be released in late Summer/early Fall. The proposed Negotiated Acquisition Extension (NAE) term will be from July 1, 2024 through June 30, 2025. The contract total is $3,321,945.00 and includes 25% Allowance funding in the amount of $664,389.00. This is part of the FY25 timeliness inititative.
