New York City Economic Development Corporation (“NYCEDC”), acting on behalf of the City of New York (the “City”), is pleased to release this request for proposal (“RFP”) seeking proposals from qualified parties (collectively, “Respondents”, and, each a “Respondent”) for the development of an approximately 3.2 acre site (“site AOU-2” or the “Site”) within the Hunts Point Distribution Center (“Hunts Point FDC” or “FDC”) in the Bronx.
Site AOU-2 is a rectangularly-shaped and vacant ~156,830 square feet property bordered by Food Center Drive to the south and Halleck Street to the west. The Site is situated directly adjacent to the south-west entrance of the Hunts Point FDC and approximately 1-mile driving distance from the Bruckner Expressway (I-278).
Through this RFP, NYCEDC is seeking Proposals for the development and operation of Site AOU-2 as a freight-focused electric vehicle (“EV”) and fleet charging facility that maximizes the number of medium- and heavy-duty (“MHD”) vehicles charging on site and a multi-purpose welcome center to serve as the entrance to the FDC and a centralized location for workforce development programming (the “Project”). Respondents may propose a strategy that accommodates light duty charging on the Site to maximize market viability while minimizing impacts to MHD vehicle charging access and activity. Respondents may partner with other entities.
A competitive response to this RFP must accomplish the following goals:
• Develop Freight-Focused EV Charging Facilities on the Site
• Develop Multi-Purpose Welcome Center and Workforce Development Hub
• Address Environmental Justice Concerns, Especially Air Quality
• Reduce Entry Barriers to Electrification for Current FDC Tenants
• Create and Preserve Quality Jobs
It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected categories and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (“M/WBE”) share in the economic opportunities generated by NYCEDC’s projects and initiatives.
This project is being funded with Federal Highway Administration funds, through the United States Department of Transportation, and this project has Disadvantaged Business Enterprise (“DBE”) participation goals. All respondents will be required to submit a DBE Utilization Plan with their response. A list of certified DBEs can be found at https://nysucp.newnycontracts.com/. M/WBEs are also encouraged to apply.
NYCEDC, in accordance with Title VI of the Civil Rights Act of 1064, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally–assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statutes, as amended, issued pursuant to such Act, hereby notifies all who respond to this NYCEDC RFP that it will affirmatively insure that in any contract entered into pursuant to this advertisement, DBEs will be afforded full opportunity to submit proposals in response to this RFP and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap and income status in consideration for an award.
NYCEDC established the Contracting Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprises interested in working on NYCEDC projects. The Contracting Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, payroll, supplies and equipment. Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 P.M. ET on Thursday, September 19, 2024. Questions regarding the subject matter of this RFP should be directed to fdcevhubrfp@edc.nyc. Answers to all questions will be posted by Thursday, October 3, 2024, to https://edc.nyc/rfps.
