CUNY RF has been selected as one of the sub-awardees by EDA to provide bridge programming for clients with little to no job experience related to employment opportunities and industrial training programming to support clients in earning stackable credentials in-demand occupations through NYC PINCC (NYC Pathways to Industrial and Construction Careers). CUNY will offer participants sector-specific trainings within the grant period distributed throughout CUNY’s campuses.
2. Negotiation is required due to a time-sensitive situation where a vendor must be retained quickly because funds available (100% federal ) from a source outside the City will be lost to the City, and because there are a limited number of vendors available and able to perform the work.
3. Special case is pursuant to Sections 3-04(b)(2)(i)(b) and 3-04(b)(2)(ii) of the PPB Rules.
Description

New York City Human Resources Administration (HRA) has received a grant from the US Economic Development Administration (EDA) Good Jobs Challenge program. In partnership with other City agencies, local nonprofits, and employers in the Industrial and Construction sectors, HRA is implementing its Good Jobs Challenge program as NYC Pathways to Industrial and Construction Careers (NYC PINCC). NYC PINCC’s a guiding strategy and framework designed to align and connect elements of the city’s workforce system. NYC PINCC’s primary goal is to support participants in target populations who will participate in training in these sectors. The mission is to lead participants into stable employment with family-supporting wages and advancement opportunities. At each level of the program, participants are provided with support services while gaining the education, skills, credentials, and experience that will prepare participants in the program to become part of a skilled talent pipeline for these in-demand employment sectors. The City University of New York Research Foundation (CUNY RF) will provide the last 24 months of the grant, bridge programming and industrial training programming for clients.
