DYCD makes this request pursuant to Section 3-04(b)(2)(i)(D) as there is a compelling need for these services that cannot be timely met through a Competitive Sealed Bid or Competitive Sealed Proposal.
Description

In accordance with section 3-04 (b)(2)(i)(D) of the Procurement Policy Board Rules, the Department of Youth and Community Development (DYCD) will negotiate financial support services for the Crisis Management Systems (CMS) program providers. The CMS providers require continued budgeting and invoicing support to ensure a smooth transition from subcontractors to direct DYCD contractors in FY25. The Crisis Management Systems Program is an integral part of creating and maintaining community safety in New York City. Operating in 28 NYPD precincts that account for more than 50% of the annual gun violence incidents across the city, CMS empowers a network of credible messenger-based services to prevent and interrupt gun violence through proven public health approaches.
