Description

The New York City Department of Education (“NYC DOE”) and the Office of Pupil Transportation (“OPT”) are in the process of preparing a solicitation for Charter Bus Transportation Services for Extracurricular Activities.

Bidders are to supply safe transportation of students, their chaperones, school staff and administrators on extra-curricular roundtrips via motor coach-style buses carrying 49-55 passengers from their schools (although some trips may originate elsewhere). Vehicles must include a fully functioning restroom (equipped with all necessary toiletries/toilet paper). All services must be in conformance with New York State Department of Transportation (NYSDOT) and United States Department of Transportation (USDOT) regulations.

Currently, there are five (5) private bus companies, supporting all NYC schools and students. OPT is seeking at least 10 companies to provide service. To promote competitive bidding, we request your input on the questions below and any other recommendations you can give to the NYC DOE for consideration.

Please review and comment on the below listed questions and provide responses you believe will have a positive effect on student transportation, vendors, and the DOE.

Proposed Questions: The Department is evaluating the most competitive structure and considering bidding by aggregate class. Please indicate what would be the most desirable model for obtaining the most competitive prices while ensuring that all buses are safe and clean.

The NYC DOE seeks organizations that are knowledgeable and experienced in this content area to assist OPT in understanding the Charter Bus market. If interested, please reply to this Request for Information (“RFI”). Please submit your information to: RGreene@schools.nyc.gov. All responses are due on or before June 21, 2024, by 4:00 PM Eastern Time. 1. How many vehicles are in your fleet that have 49-55 passenger capacity? 2. Do your vehicles have fully functioning restrooms? 3. Do your vehicles have real-time GPS tracking? 4. Do you have NYS Dept. of Motor Vehicles 19A certified bus drivers? If so, how many? 5. What is your NYSDOT "Out of Service" rating? 6. The following insurance limits and types are required to transport NYC students. Please check all options that you are able to obtain. ? Workers Compensation Insurance. ? Employer’s liability insurance. ? Commercial general liability insurance, a combined single limit coverage of not less than Two Million Dollars ($2,000,000.00) per occurrence. ? Automobile liability insurance, a combined single limit per occurrence of not less than Five Million Dollars ($5,000,000).

This RFI and follow-up will not result in a contract award and is merely intended to assist the NYC DOE in understanding the marketplace for this commodity.
