The New York City Public Housing Preservation Trust (the “Trust”) is looking for qualifications from design-build partners for the comprehensive modernization (“Trust Mod”) of two NYCHA developments: Nostrand Houses in Sheepshead Bay, Brooklyn, and Bronx River Addition in Soundview, the Bronx.
The Trust anticipates it will advance up to three teams from the Request for Qualifications (“RFQ”) to participate in the upcoming Request for Proposals (“RFP”) for the Nostrand modernization and up to three teams for the Bronx River Addition modernization. The Trust will award one contract after the conclusion of the RFP for each modernization.
In this RFQ process, the Trust invites interested parties and teams of parties to submit Statements of Qualification (“SOQs”). Applicants may submit SOQs for either or both the Nostrand and Bronx River Addition modernizations. After the Trust shortlists Applicants, the Trust will issue a RFP only to those shortlisted Applicants for each development.
The Trust intends to award a Lump Sum contract using the Traditional Design-Build Method under this procurement. “Traditional Design-Build” means a project delivery method in which a single contract is awarded for the design and construction of a project; during the second, RFP step of this procurement, the shortlisted proposers from the RFQ stage will develop designs and project plans to approximately 30% completion. The one proposer selected based on the Trust’s best value criteria from the RFP will enter a binding Lump Sum contract with the Trust at the time of selection. The Trust will award one contract for Nostrand Houses and one contract for Bronx River Addition. The anticipated contract value for Nostrand Houses is $500,000,000 and the anticipated contract value for Bronx River Addition is $70,000,000.
The Traditional Design-Build contracts awarded under the RFP will require the proposing teams to enter a Project Labor Agreement. Other contract requirements will require taking affirmative steps to include U.S. Department of Housing and Urban Development Section 3 Hiring as well as New York City or State-registered Minority, Women, and Small Business Enterprises.
The RFQ will be released on May 22, 2024 and is available through the Trust’s procurement hub at https://preservationtrust.bonfirehub.com/. SOQs will be accepted through that same link until July 8, 2024 at 2 p.m. ET.
