Interested firms are invited to obtain a copy of the RFQ on NYCHA`s website. To conduct a search for the RFQ number; vendors are instructed to open the link: http://www1.nyc.gov/site/nycha/business/isupplier-vendor-registration.page.

Proposer shall electronically upload a single .pdf containing ALL components of the Proposal into iSupplier by 2PM on the Proposal Submission Deadline. NYCHA will NOT accept hardcopy Proposals. The Proposal shall not include embedded documents or proprietary file extensions. NYCHA will not accept Proposals via e-mail, fax, or mail.

Instructions for registering for iSupplier can be found at http://www1.nyc.gov/site/nycha/business/isupplier-vendor-registration.page. After Proposer registers for iSupplier, it typically takes 24 to 72 hours for Proposer’s iSupplier profile to be approved.

It is Proposer’s sole responsibility to complete iSupplier registration and submit its Proposal before the Proposal Submission Deadline. NYCHA is not responsible for delays caused by technical difficulty or caused by any other occurrence.
Description

NYCHA, by issuing this RFP, seeks proposals (“Proposals”) from environmental health and safety or environmental inspection firms (the “Proposers”) who are certified by the United States Environmental Protection Agency (“EPA”) to provide NYCHA with qualified personnel to conduct lead-based paint compliance assurance services, as more fully described in Section II of this RFP (the “Services”). Proposers who have been awarded existing agreements or contracts with NYCHA to perform LBP abatement, inspections, quality assurance monitoring, interim control services, clearance sampling or any other activities that would pose a potential conflict of interest with, or otherwise impair, the Proposer’s ability to perform the Services (collectively, “Remedial Contracts”) are not eligible to submit Proposals, subject to the following exception. Proposers shall be allowed to submit a Proposal and shall be eligible for award of an Agreement (as defined below) if their Remedial Contract is not city-wide but, if awarded an Agreement, the Proposer shall not be permitted to perform Services under such Agreement that are within the same borough covered by a Remedial Contract, nor shall the Proposer perform Services under the Agreement where such Services coincide with any work performed by them under a Remedial Contract. If such Services are assigned, then the Proposer is obligated to recuse themselves of the assignment. Additionally, Proposers are advised that if awarded an Agreement, the Proposer shall be ineligible for an award of an agreement in a future NYCHA procurement, either for the aforementioned LBP services or otherwise, to the extent that such agreement would pose a potential conflict of interest with, or otherwise impair, the Proposer’s ability to perform the Services.

The release date of this RFP is April 29, 2024.

A non-mandatory Proposers’ conference (“Proposers’ Conference”) will be hosted online via Microsoft Teams on May 6, 2024, at 11:00 A.M. Although attendance is not mandatory at the Proposers’ Conference, it is strongly recommended that all interested Proposers attend, and that Proposers thoroughly review bid documents in advance of the meeting. If Proposer seeks a full or partial waiver from complying with the M/WBE Program’s utilization requirements set forth in Section IV(1)(o) then Proposer shall email the RFP Coordinator the NYCHA Application for Waiver of M/WBE Utilization Goal (Attachment H-1) by May 21, 2024 (the “M/WBE Waiver Submission Deadline”). See Section IV(1)(o) for details.

Proposals must be successfully submitted into iSupplier in final form no later than 2:00 P.M. on May 28, 2024. Proposals which are saved in iSupplier as a “draft” but not successfully submitted will not be considered. Proposers should refer to Section IV (2) of this RFP for details on Proposal submission requirements.

The anticipated award date of the Agreements to the Selected Proposers is on or about August 2024.
