Description

The Department of Health and Mental Hygiene (‘DOHMH’ or ‘Agency’) is seeking appropriately qualified vendors to provide diagnostic testing services in a variety of settings to prevent, detect, mitigate, and surveille communicable disease outbreaks, including but not limited to COVID-19, Influenza, Hepatitis A, measles, mumps, Mpox, RSV, and polio outbreaks. As requested by DOHMH, the contractors would deliver appropriate specimen collection kits to sites in New York City, train staff to perform specimen collection when requested, perform FDA-authorized diagnostic analysis on the specimens that were collected, and would perform whole genome sequencing on specimens. DOHMH anticipates that the contractors would serve congregate residential settings with clinical staff (e.g., skilled nursing facilities (SNFs)/nursing homes, adult care facilities and substance use treatment centers) as well as non-congregate settings where on-site clinical staff can collect specimens and arrange for transportation to lab.

The contract term is anticipated to be for six (6) years from December 1, 2024, to November 30, 2030, with no renewal options. There will be a Pre-Proposal Conference at 3:00 P.M. ET, on May 14, 2024, via teleconference. Attendance by vendors is optional, but strongly recommended. Please RSVP for the conference by 2:00 P.M. ET, on May 13, 2024, by emailing the name, title, affiliation, M/WBE status, and email address of each attendee to RFP@health.nyc.gov. Please state “On-Call Diagnostic Testing Attendee” in the subject line. Vendors who submit an RSVP will be provided an invitation via email to attend the Pre-Proposal Conference.

All questions must be submitted in writing to the Authorized Agency Contact person at RFP@health.nyc.gov. Questions submitted by May 3, 2024, will be addressed at the Pre-Proposal Conference. Answers to all questions received by the question deadline of May 16, 2024, will be provided in an addendum released through PASSPort. Please note that this procurement is released via PASSPort.
