The New York City Economic Development Corporation (“NYCEDC”), acting on behalf of the City of New York (the “City”), is pleased to release this request for proposal (“RFP”) seeking proposals (collectively, “Proposals”, and each a “Proposal”) from qualified parties (collectively, “Respondents”, and, each, a “Respondent”) for the development of the sites listed below (each, individually, a “Site” and, collectively, the “Sites”) in New York City. The Sites are owned by the City.

Site 1: Arthur Kill – Staten Island, Block 7528 Lots 1, 9, 12, 17, 90, 93, 96

Site 2: Veterans Avenue – Staten Island, Block 7494, Lots 8 and 90

Site 3: Front Street – Staten Island, Block 2820, Lot 105

Site 4: 130 Street – Queens, Block 4207, Lot 20

Site 5: FDR Drive Surface Parking Lots – Manhattan, Block 978, Lot 999

The Arthur Kill site ("Site 1”) is an irregularly shaped and vacant ~35,282 square feet property located in the Charleston neighborhood of Staten situated south of the MTA Regional Bus Depot along Arthur Kill Road.

The Veterans Avenue site (“Site 2”) is an irregularly shaped and vacant ~82,199 square feet property located in the Charleston neighborhood of Staten Island situated south of the MTA Regional Bus Depot along Arthur Kill Road.

The Front Street site (“Site 3”) is a rectangular-shaped and ~131,000 square feet property, currently used for public parking, located in the Clifton neighborhood of Staten in the special Stapleton Waterfront District. The site is situated directly east of the Clifton train station.

The 130 Street site (“Site 4”) is a rectangular-shaped and vacant ~46,710 square feet property located in the College Point neighborhood of Queens located immediately west of the former Flushing Airport. The site will soon have street access to Linden Place in Fall 2024.

The two FDR Drive Surface Parking Lots (“Parcel 5-A” and “Parcel 5-B”, collectively “Site 5”) total ~85,000 square feet and are located under the Franklin D. Roosevelt East River Drive (“FDR”) in proximity to Stuyvesant Town in Manhattan. Parcel 5-A is ~ 8,500 square feet and Parcel 5-B is ~ 76,500 square feet. Site 5 was previously part of NYCEDC’s Request for Proposals to operate the Skyport Parking Facility.

Through this RFP, NYCEDC is seeking Proposals for the development of the Sites for shared MHD electric vehicle (“EV”) and fleet charging hubs (the “Project”). Respondents may propose a strategy that includes for passenger vehicles, fleets, and for hire vehicles EV charging in initial years and includes a ramp of charging infrastructure for MHD EVs as this market segment expands. While Proposals that activate all of the Sites is preferred, Respondents may submit Proposals for all, multiple, one or portions of Sites. Respondents may partner with other entities.

NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprises interested in working on public construction projects. The Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment. Subject to weather conditions, NYCEDC staff will lead a site tour of each Site. A tour of Site 1 and Site 2 will be held on Wednesday, June 5, 2024 at 10:00 AM ET, at the intersection of Arthur Kill Road and Veterans Road West. A tour of Site 3 will be held on Wednesday, June 5, 2024 at 2:00 PM ET, at the south side of the Site on Front Street, east of the intersection of Front Street and Bay Street. A tour of Site 4 will be held on Wednesday, June 12 at 11:00 AM ET, at the Site entrance on 130th Street between 20th Avenue and 23rd Avenue. A tour of Site 5 will be held on Wednesday, June 26, 2024 at 10:00 AM ET, at the intersection of East 20th Street and FDR Drive. Those who wish to attend any of the site tours must RSVP at least five business days before each site tour by 5:00 PM ET, by emailing MHDEV2024@edc.nyc with attendee(s) name, email address, and organization name.

Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 PM ET on Wednesday, July 10, 2024.
