Description

The New York City Administration for Children’s Services (“ACS”) protects and promotes the safety and well-being of the City’s children and families by providing child welfare, juvenile justice, and primary prevention services. ACS’ child welfare services consist of contracts with organizations to support and stabilize families at risk of a crisis through prevention services, and contracts with foster care agencies for children not able to stay safely at home. ACS seeks a vendor to provide professional, on-call, emergency heavy duty cleaning services in the residences of ACS-involved children and families to ensure sanitary and safe home environments. ACS currently has a contract for Heavy Duty Cleaning Services to cover regular business hours based on standard response time.

This Request for Information (RFI) is to inform a potential new contract for on-call emergency response. The services will be required 24 hours a day, 7 days a week including holidays. Services will be particularly needed after hours/overnight (5pm – 9am), on weekends, and holidays. Emergency deep cleaning is being sought as an immediate safety intervention by improving children’s home environment to prevent removal by ACS Division of Child Protection (DCP) Child Protective Specialist Teams. The health and safety hazards to mitigate include hoarding, disorganization, and long-term neglect, resulting in dangerous conditions such as obstruction of walkways.

Tasks include, but are not limited to, mopping floors, wiping down surfaces, decluttering, removals of debris, garbage, spoiled food in the home, refrigerator, or deep freezer, with the objective to restore the home to a livable, clean, and safe condition for children.  Any entity able to provide these services is invited to express interest by completing the Questionnaire for this RFI in PASSPort.
