New York City Economic Development Corporation (“NYCEDC”), on behalf of the City of New York (the “City”), is pleased to release a request for expressions of interest (“RFEI”) seeking responses from qualified parties interested in becoming an anchor tenant and establishing a world-class life sciences center (the “Center” or “Centers”) at SPARC Kips Bay.
This RFEI seeks a unique vision for how your organization, or a joint venture, would create and operate a new state-of-the-art life sciences Center and become a critical component of SPARC Kips Bay, a first-of-its-kind innovation, jobs, and education center in one of the nation’s premiere life sciences clusters. NYCEDC expects to offer up to $100M of City Capital to support the development of one to three Centers selected as part of this RFEI via a forthcoming Request for Proposals for a real estate developer (“Developer RFP”) to build the Western portion of the SPARC Kips Bay campus.
The SPARC Kips Bay Master Plan, released by the City and State of New York in November 2023 describes the planned transformation of Hunter College’s antiquated Brookdale Campus in Manhattan into nearly 2 million square feet of state-of-the-art academic, healthcare, and life sciences space. SPARC Kips Bay will include up to 1 million square feet of translational and commercial life sciences space as well as a Health and Hospitals (“H+H”) outpatient care and simulation training center, the Office of the Chief Medical Examiner (“OCME”), three flagship City College of New York (“CUNY”) schools, and a specialized health and science public high school.
This RFEI is being released ahead of the Developer RFP expected to be released in 2025. The Respondent selected pursuant to this RFEI will negotiate a Letter of Intent with NYCEDC, outlining proposed key program and lease terms for the Center, which will be included in the future Developer RFP.

Three optional information sessions will be held once per month leading up to the submission deadline.
The first optional information session will be held on March 18, 2024 at 3:00PM EDT both at One Liberty Plaza and virtually via Microsoft Teams.
The second optional information session will be held virtually on April 8, 2024 at 10:00AM EDT via Microsoft Teams.
The third optional information session will be held on May 6, 2024 at 10:00AM EDT both at One Liberty Plaza and virtually via Microsoft Teams. Additionally meeting details can be obtained on the Project website at https://edc.nyc/rfps.
Respondents may submit questions and/or request clarifications from NYCEDC no later than 11:59PM EDT on Tuesday, August 6, 2024. Questions regarding the subject matter of this RFEI should be directed to SPARCRFEI@edc.nyc. Questions regarding the subject matter of this RFEI will not be accepted after 5pm on Monday, May 20, 2024. Answers to all questions will be posted on a rolling basis, but no later than 5PM EDT on Monday, June 17, 2024, to https://edc.nyc/rfps.
